Those cities are still mostly empty, so there was no ROI, but the banks continued loaning them "money" anyway. A lot of that money loaned was used to keep building empty cities, borrowing against those even more, and using other profits to expand into the west. All the property they own WW is going to be left waiting for someone to scoop it all up, effectively ending China's strategy of buying land up all over the West. Think that this and the shipping halt happening at the same time weren't engineered? 2021 is a gigantic "FUCK YOU" to China.
