    China Offers to Ramp Up US Imports: Bloomberg China has offered to go on a six-year buying spree to ramp up imports from the United States in order to reconfigure the relation between the two countries, Bloomberg reported on Jan. 18, citing people familiar with the matter. By raising annual goods imports from the United States by a combined value of more than $1 trillion, China would seek to reduce its trade surplus, which last year stood at $323 billion, to zero by 2024, one of the people told Bloomberg. It was unclear how the offer differed from what China pledged when U.S. President Donald Trump and Chinese leader Xi Jinping met in Buones Aires in December 2018. At that meeting, China offered more than $1.2 trillion in additional commitments on trade, Treasury Secretary Steve Mnuchin said. Reuters reported on Jan. 9 that U.S. officials used three days of trade talks with Chinese counterparts in Beijing to demand more details on China’s pledge to make big purchases of American goods. China offered similar commitments, albeit on a smaller scale, during talks in Washington last May. The Bloomberg report on Friday helped drive a rally on Wall Street where main stock indexes were on track for their fourth week of gains, in part on hopes the United States and China would strike a deal to end a trade war between the world’s two biggest economies. The two sides have imposed tit-for-tat tariffs that have disrupted hundreds of billions of dollars of commerce. While increased purchases of U.S. goods have been part of the talks, American negotiators have also focused on issues that would require structural change in China. Those include finding ways to end the misappropriation of intellectual property from U.S. companies and halting industrial subsidies.   • A Federal Appeals Court Just Took A Big Swing At Planned Parenthood

    #marchforlife The 5th U.S. Circuit Court of Appeals lifted an injunction forbidding Texas from stripping Planned Parenthood of Medicaid funds. The decision is also significant for its harsh criticism of Planned Parenthood, the nation’s largest abortion provider. The case will return to a federal trial court, where Planned Parenthood will have another chance to secure an injunction against Texas. The 5th U.S. Circuit Court of Appeals lifted an injunction forbidding Texas from stripping Planned Parenthood of Medicaid funds Thursday, while stridently criticizing the abortion provider for its rhetoric and medical practices. “Planned Parenthood’s reprehensible conduct, captured in undercover videos, proves that it is not a ‘qualified’ provider under the Medicaid Act, so we are confident we will ultimately prevail,” Texas Attorney General Ken Paxton said in a statement after Thursday’s ruling. The case arose after a pro-life group called the Center for Medical Progress (CMP) released videos purporting to show Planned Parenthood violating medical and ethical standards codified in federal law and state regulations. Texas terminated its Medicaid provider agreement with Planned Parenthood shortly thereafter, citing infractions documented in the videos. In turn, Planned Parenthood asked a federal court to restore its Medicaid funding. Thursday’s ruling — which related to a jurisdictional issue in that case — is especially striking for its numerous rebukes of Planned Parenthood. Judge Edith Jones, a Ronald Reagan appointee, delivered the opinion. The most noteworthy reprimand in the decision is a graphic depiction of post-abortion fetal remains taken from a CMP video. A small arm is visible in the picture. Texas cited the manner in which Planned Parenthood disposes of fetal remains as one reason for terminating its Medicaid eligibility. In another instance, the decision accuses Planned Parenthood of breaking federal law banning partial birth abortions. The ruling highlights a CMP video in which an administrator called Dr. Tram Nguyen said doctors at one facility could evacuate an intact fetus — thereby breaking federal law — provided they sign a form that they did not “intend” to do so. That procedure allows researchers to recover organs like the thymus or the liver. Later in the opinion, the panel chides Planned Parenthood for failing to address Nguyen’s comments in court filings. “The plaintiffs’ briefing with regard to the substance of the discussions contained in the videos is curiously silent,” the decision reads. Planned Parenthood has denied it intentionally alters abortion procedures for impermissible reasons. The panel also dismissed Planned Parenthood’s claim that the CMP videos were “deceptively edited,” a soundbite that redounded across the press after the tapes first appeared. “The record reflects that [the Texas Office of Inspector General] had submitted a report from a forensic firm concluding that the video was authentic and not deceptively edited,” a footnote in the decision reads. “And [Planned Parenthood] did not identify any particular omission or addition in the video footage.” Finally the panel accused the judiciary of politicking on abortion cases. Ordinarily, providers like Planned Parenthood must challenge Medicaid termination decisions in an administrative forum and state court before seeking a federal court’s intervention. The following day, Pelosi will shepherd her guests to a Napa Valley winery with buildings designed by world-famous architect Frank Gehry; the speaker and her husband, investor Paul Pelosi, own a nearby vineyard worth between $5 million and $25 million, according to her annual financial disclosure report. There’s nothing unusual about leaders using recess to fund- and friend-raise. Before leaving town last week, House Minority Whip Eric Cantor raked in $1.1 million for fellow Republicans at a lobbyist-heavy fundraiser on Capitol Hill. And Pelosi’s staff notes that her California session will involve more than just schmoozing with the wealthy and well-connected.     This emphatically does not rule out the shutdown trap hypothesis that I presented. It will take some time for reorganization plans to be prepared, but once they are revealed after the 30-day deadline is reached, the "shutdown furloughs" become "administrative furloughs," and the RIF layoffs are possible. As the anonymous senior Trump administration official whom I quoted yesterday noted, in the absence of bureaucrats with time on their hands and no inclination to help the Trump agenda, a lot is getting accomplished. As that process continues, after the 30-day mark is reached, it will be possible to create a downsizing plan, identifying units that could easily get by with a fraction of their current staff, or even be reorganized out of existence. The head of the OMB, Mick Mulvaney, currently does not have a lot of spare time, serving as head of the Consumer Financial Protection Bureau and as interim White House Chief of Staff (a 24/7 job in its own right). But if he is on board (and why wouldn't he be?), he could well designate a team to prepare quick plans for downsizing, now that the various agencies have seen how little they need so many of the furloughed bureaucrats. That would make the furloughs qualify for RIFs. Of course, there would be a dispute on when the clock starts ticking on the 30 days – with the original "shutdown furlough" or from the date of the hypothetical downsizing plan I mention. If the latter – a delayed start of the clock ticking – then the pressure on the Democrats to cave in and end the shutdown would amp up. Imagine if Schumer and Pelosi started hearing from federal bureaucrats waiting to be RIFed if another 30 days go by. Would they be willing to say to them that it's more important to have no border barriers than for their jobs to be preserved? They would have a time bomb of layoffs of government employees, a huge Democrat constituency, affecting many individual members of the House with large numbers of federal employee constituents. I can imagine quite a few House Democrats bolting from Pelosi if she persists in the shutdown, refusing to talk or compromise. If this plan is followed and a downsizing proposal is officially revealed, Trump either gets an end to the shutdown or gets to downsize the federal bureaucracy.
